In May, Caroline Juran, RPh, Executive Director of the Virginia Board of Pharmacy, received the 2024 Governor’s EMS Award for Innovation and statewide honors for her collaboration with the Emergency Medical Services community and the Drug Enforcement Administration to develop emergency regulations that ensured continued access to critical medications.

Her leadership in pharmacy regulation and public health continues to earn well-deserved recognition — including the 2025 Lester E. Hosto Distinguished Service Award from the National Association of Boards of Pharmacy (NABP). Annually, the professional organization presents leadership awards to individuals who have worked with unwavering dedication to ensure NABP’s continued service to the regulation of pharmacy practice and to the state boards of pharmacy in protecting public health.

Beth O'Halloran, RPh, Deputy Executive Director, Virginia Board of PharmacyDeputy Executive Director Beth O’Halloran, RPh, and the members and staff of the Virginia Board of Pharmacy were also recognized recently for their outstanding work keeping Virginians safe.

When proposed Drug Enforcement Administration regulations threatened to change the way Virginia’s emergency medical services (EMS) personnel would be able to obtain drugs to stock and restock drug kits, Juran and the Board worked with Virginia’s EMS community to forge workable solutions to be incorporated into emergency regulations and operationalized in a short period of time.
